There is a widespread view that, while compliance with the Public Service Vehicles Accessibility Regulations (PSVAR) is an element of accessibility, complying with PSVAR is not sufficient to ensure accessibility for all. The rail industry ultimately wants to go further to meet the needs of all its customers. This paper, and the proposal contained within, is underpinned by a significant amount of activity since September 2019, notably to engage with accessibility and coach stakeholders, limit usage of the granted exemption wherever possible and develop a pathway to compliancewith PSVAR.
