Document summary

This report examines the development and introduction of pavement cafe licensing in Northern Ireland including early consultation on proposals, the legislative process, the subsequent development of guidance and the response of local councils since the introduction of licensing in October 2016. The report also looks at pavement cafe provision in a number of towns and cities across Northern Ireland following audits undertaken by Imtac in 2018. Finally, based on the above, the report provides an evaluation of the impact licensing has had on the lives of older people and disabled people and makes recommendations for improvement.
