This strategy sets out our response to this urgent social challenge. This includes defining how we will act with Local Authorities and other key stakeholders to improve the efficiency and effectiveness of the transport system in areas that have some of the greatest unmet needs anywhere in England. It also sets out the broader policy agenda necessary for significant progress of this issue, including how the North can seize on the opportunity provided by the transition to a decarbonised transport system, and ensure a fair and just transition. For the first time, this strategy also provides a clear means of assessing if improvements are being delivered at the scale and pace necessary
