Transport appraisal practices are often criticised for poorly accounting for the unequal ways in which the costs and benefits associated with transport schemes are distributed. Often, the barriers which prevent individuals and groups from benefiting from new transport services, are poorly understood and addressed.
This project is a collaboration between TSU, Jacobs, and Lancashire County Council, funded by the University of Oxford’s ESRC Impact Acceleration Account (2020-2023). The collaboration brings ideas such as intersectionality, co-production, and mobility justice, to the development of practical tools to support decision-makers in planning and implementing inclusive transport schemes. The focus of the project is Pennine Reach, a ?40m rapid bus scheme connecting Blackburn, Darwen and Accrington, which opened in 2016 with regional and national funding.
